Regarding Today’s Announcement of the Draft Ministerial Ordinance Tightening the Requirements for the “Business Manager” status of residence

As reported by the media today, the Immigration Services Agency of Japan has released a draft ministerial ordinance revising the application criteria for the “Business Manager” 「経営管理」status of residence.

The key points of the amendment are as follows:

1. Requirements Concerning Company Scale

  • (i) At least one full-time employee must be employed.
  • (ii) The company’s capital requirement will be increased from 5 million yen to 30 million JPY.

Applicants must satisfy both (i) and (ii).

2. Requirements Concerning the Applicant

  • (i) Must hold a doctoral, master’s, or professional degree; or
  • (ii) Must have at least three years of experience in business management or administration.

Applicants must satisfy either (i) or (ii).

3. Documents Required for the Certificate of Eligibility Application

  • (i) Business plan: Must be evaluated by a professional with expertise in business management (e.g., Small and Medium Enterprise Management Consultant, Certified Public Accountant, Tax Accountant).
  • (ii) Documents clarifying:
    a) The total number of full-time employees. Where there are two or more, wage payment records and copies of their Certificates of Residence, Residence Cards, or Special Permanent Resident Certificates must also be submitted.
    b) Documents clarifying the capital amount or total investment.
    Applicants must submit both a) and b).
  • (iii) Whether engaging in management or administration, applicants must submit documents proving the relevant academic degree, or documents proving work history or other career background.

4. Documents Required for Extension of Period of Stay Applications

  • (i) Documents clarifying the total number of full-time employees. Where there are two or more, wage payment records and copies of their Certificates of Residence, Residence Cards, or Special Permanent Resident Certificates must also be submitted.
  • (ii) Documents clarifying the capital amount or total investment.

Applicants must submit both (i) and (ii).

5. Future Schedule

  • Promulgation: Early October 2025
  • Enforcement: Mid-October 2025
